The obstruction rule means that you’re not being allowed to cause unnecessary hindranceto intersecting road users, which means that you plan your speed and adjust it if the situation requires that. This applies to all intersections, bicycle crossings, bike lanes and pedestrian crossings. This means that, as you approachfor instance a pedestrian crossing where you see several pedestrians, you lower your speed and keep track of which of these pedestrians are going to cross the road so you can slow down well in advance to give way to them. Especially in dense traffic and when there are trafficcongestions then it is important that you do not prevent other road users unnecessarily. If there is a traffic congestion and you arrive at a bicycle crossing, then you should stop just before that crossing and not on it in order to not cause hindrance to cyclists.
